Disabled who made fortune begging accused of rape

A Sanawari disabled person , Chiloli Negendega (35) is being sought by Police in
Arusha for allegedly raping his two house girls, who are minors, over a period
of two months.
The disabled is reported to have made a fortune by roaming Arusha’s streets
begging and often displaying his artificial legs.
According to the Arusha Regional Police Commander, Basilio Matei, the rape saga
was reported to the Police for the first time by one of the girls who is 14
years old on 16th October this year.
Prior to the recent report Negendega had another pending rape case in court. He
is alleged to be hiding a Police Form number 3 for another girl aged 16, in
collaboration with his wife Pili Ibrahim (48), to delay the case.
The RPC explained that the suspect used to collect girls from Shinyanga region
promising them he would find employment for them in Arusha. He would then keep
the girls in his house and crawl to their room at night, while his wife is
asleep, and rape them in turns.
Negendega chased away the two girls from his house when they exposed his deeds.
The 14 year-old victim of rape reported that she had been raped many times by
the suspect when she was staying in his house. Chiloli is now being sought by
the Police as he has disappeared soon
after the second case file was opened against him.
The girls were temporarily accommodated at the police station as they had no
alternative a place to stay.
Neighbour defiles 7 year old boy

A Sinoni resident Ezekiel Patrick (25) has been charged with sexually abusing a
seven-year-old boy.
The prosecutor, Inspector Mary Lugola pressed the charge before Resident
Magistrate Bingi Mashabala on October 9 this year.
The accused is alleged to have committed the offence on September 27 this year
at about 4.00pm at Sinoni area in Arusha municipality. It was alleged in court
that the accused lured the child into his room and sexually assaulted him.
The accused denied the charges and was put under police custody until October 24
this year when the case will be mentioned again.
Man battered to death for unknown reasons

On June 26 this year, Sopuku Saitoti of Nengungu village in Arumeru district had
his head badly battered by an assailant who left him for dead.
Good Samaritans however, picked him and rushed him to a hospital because they
still could feel that he was breathing albeit with difficulties. He died shortly
after being admitted to the hospital.
Last week, Mboyoni Tivai Meleyaki (23) was brought before the Resident
Magistrate Sudi Fimbo and charged with the murder.
Prosecutor Shammy Dunia alleged that Meleyaki committed the offence on June 26
this year at about 5 pm. He is accused of beating up the deceased using a heavy
stick leading to the victim’s admission to a hospital and eventually succumbing
to his wounds.
The accused who appeared in court for the first time on October 9 this year was
not required to enter any plea until the case is transferred to the High Court.
The accused was sent back to remand jail but was dated to appear before court
again on October 25.
Child killed in a petrol blast
A Standard Two child by the name of Emmanuel Oscar (9) died instantly after a
petrol container exploded on him on October 10 at Lolkisale village in Monduli
district. The boy was filling a another container the petrol.
According to the Arusha Regional Police Commander (RPC), Basilio Matei the
explosion occurred when the boys sister Magdalena Oscar came to the scene with a
hurricane lamp to light the room. Magdalena sustained serious injuries and has
been admitted at the Mount Meru Regional Hospital.
Matei said the father of the children, Oscar Joseph (45) a resident of Lolkisale,
Monduli was a black market petrol dealer in the area.
Meanwhile, Zainabu Karan, resident of Ethiopia street in Kaloleni area in the
municipality has lost her house plus all the property within to a fire blaze on
October 10.
The cause of the fire is still unknown. Zainabu was sitting outside with
neighbors when they noticed the fire.
The loss due to the accident is yet to be established and the police
investigations are going on.
Police bust marijuana dealers
In a police operation in Arusha Region on October 14, some 800 kilogrammes of
marijuana, cannabis sativa, were impounded in house and subsequently set ablaze
in Kisimiri Juu Village, Arumeru District.
Arusha’s Regional Police Commander, Mr. Basilio Matei said that the area is
infamous for growing the plant, which he said is transported to a neighbouring
country after harvest.
The house owner, Daniel Seaya (35), ran away when he saw policemen approaching
his house but he is being sought so as to answer charges.
Police also destroyed eight acres of the unharvested plant.
The Regional Police Commander said that the operation would l continue until,
particularly in Kisimiri Area, so as to bring to an end production and
trafficking of the drug.
Cash, spare parts disappear mysteriously

A Sokon One resident, Richard John (39) has denied charges of stealing various
items valued at Tsh.5,624,000 property of AVCO Investment Co. Ltd.
The prosecutor, Inspector Mary Lugola read the charge before Resident Magistrate
Bingi Mashabala on October 11 this year.
The accused is alleged to have committed the offence on September 17 this year
at about 8.00pm at Majengo area of Arusha municipality.
He is accused of stealing cash Tsh.70,000, US Dollars 566, 400 cartons of Geisha
soap valued at Tsh.3,780,000, two tyres valued at Tsh.700,000, one piece of
hydraulic jack valued at Tsh.70,000. He is also accused of stealing a set of
spanner valued at Tsh.111,000 and other accessories valued at Tsh.95,000.
It was claimed in court that the accused was entrusted the money and accessories
but instead converted them for his own use.
The accused is still under police custody until October 25 this year when the
case will be mentioned again.
Angry mob lynch two robbery suspects

Two suspected robbers have been killed in different locations of the
municipality by angry mobs.
According to the Arusha Regional Police Commander, Mr. Basilio Matei the first
incident occurred on October 15, at 12:30 a.m. in Esso Area near Nassa Hill
Hotel. Amedeus John alias Safari (26) was spotted in the area together with his
gang preparing themselves to commit crime, according to the RPC. They were then
pursued by an enraged mob that eventually killed Safari while the others managed
to run away.
The Regional Police Commander said that Safari was among hard core robbers on
the police wanted list for various robbery incidents. He is also alleged to have
been involved in robbery at Twiga Sports Club recently and is suspected to have
stolen cash, spirits, golden chains and cellular phones. Safari already had a
case to answer in court but had escaped.
In another event, Mr. Matei said that another suspect, Julius alias Kinyonga
(30), a resident of Ngarenaro was killed by a mob at 03:30 a.m. while in the
process of committing a crime. He said that Julius, in previous records, had
robbed one Panga Joseph.
According to Mr. Matei the two bodies have been preserved at the Mount Meru
Regional Hospital awaiting to be identified by their relatives.
Girl leaves infant behind boyfriend’s house
A Ngarenaro girl, Asia Shaaban (18) is in police custody after
she had allegedly abandoned her newly born baby behind her boyfriend’s house at
Sokon One on October 10 at about 8.00pm.
The Arusha Regional Police Commander (RPC), Basilio Matei told
reporters that Asia was living with her boyfriend Nasibu Suleiman, resident of
Sokon One who is also being questioned by police in connection with the
incident.
Asia will be taken to court as soon as investigation are over.
The child, a baby girl, is under the care of nurses at Mount
Meru Regional Hospital.
