Pitfalls

An exposition on the pitfalls as found in Tanzania’s judicial
precedents in the way the High Court and the Court of Appeal exercise
their discretion in interpreting the Rules of Procedures.
Ben Nicholas Lobulu was born in August, 1949 in Arusha, Tanzania.
He received his Bachelor of Law degree from the University of Dar es
Salaam in 1973 and Master of Arts, Business Law from the University of
London in 1978. Before devoting his time to human rights activities,
Lobulu worked as a Counsel with the Tanzania Legal Corporation and
also served as Company Secretary with Tanganyika Development Finance
Ltd. He started his private practice in Arusha in1985 and in 1993 he
was appointed Commissioner in the National Electoral Commission.
He has published various papers especially on the Rule of Law,
Democratic Process and Human Rights.
He died on July 24th, 2000.
