German support

EAC hails German support

‘EAC Partner States have maintained a high level of co-operation in defense and security.’
The Deputy Secretary General (Finance and Administration) of the East
African Community, Dr Kipyego Cheluget has thanked the German government for
the support it has extended to the EAC, particularly in the area of capacity
building for the EAC secretariat. He said the support had enabled the EAC to
conduct a number of studies and publications in the crucial areas of
regional integration.

He said among the projects which have been supported the German Government
through the German Agency for Technical Co‑operation (GTZ), were the
preparation of the East African Research Strategy, Industrial Development
Strategy, Study on Cross‑border Trade in Agricultural Products; Study on the
Regional Agricultural and Rural Development Strategy; and the Investors'
Guide to East Africa.

Dr Cheluget who is in Germany this week to discuss German‑EAC co‑operation
said this when he met with senior officials of the German government in
Bonn. Among the officials he met was Mr Rolf Saligmann, Head of the Section
Eastern and Central Africa, German Federal Foreign Office and Mr Thomas
Albert, Head of Eastern Africa Section, German Federal Ministry for Economic
Co‑operation and Development.

Dr Cheluget also held meetings with the officials of the various development
institutions in Germany, including the Afrika‑Verein (Africa Association) in
Hamburg, the Hamburg Institute of International Economics (HWWA) and the
German Federal College for Security Studies.

Dr Cheluget called for increased German investments in the regional
programmes of the EAC, particularly in the identified priority projects in
regional infrastructure, including telecommunications, energy, roads and
railways, which were essential to regional integration. He said the projects
were highly capital intensive and called for the support of the EAC's
development partners in realising the projects.

Today (27 February), the Deputy Secretary General addressed the Seminar on
"The road to Development, Stability and security: The Case of Africa" at the
Ringhotel Rheinhotel Dreesen in Bonn, organised by the German Federal
College for Security Studies. The Deputy Secretary General said the EAC
Partner States have maintained a high level of co‑operation in defence and
security matters according to their Memoranda of Understanding on
Co‑operation in Defence; and on Foreign Policy Co‑ordination. He said EAC
was currently focusing on the development of deeper involvement of the
private sector and civil society in the regional integration process.
